I. CALL TO ORDER

At 5:15 PM, in the Commission Chambers at 121 SW Flagler Ave., Stuart, Florida 34994, Mayor Troy McDonald called the Special Commission Meeting of the Stuart City Commission to order.

II. ROLL CALL

Commissioners Campbell Rich, Christopher Collins, Eula R. Clarke, Vice Mayor Becky Bruner, and Mayor Troy McDonald were present at the meeting.

III. PLEDGE OF ALLEGIANCE

Everybody present recited the Pledge of Allegiance, demonstrating their togetherness and patriotism.

IV. COMMENTS BY CITY COMMISSIONERS

The audience was given the chance to hear from City Commissioners as they expressed their opinions and worries about a range of issues pertaining to the city.

V. COMMENTS BY CITY MANAGER

Updates on local initiatives and projects were given by Michael J. Mortell, the city manager, who also answered Commissioners’ inquiries about current city issues.

VI. APPROVAL OF AGENDA

There was unanimous agreement to approve the meeting’s agenda.

VII. COMMENTS FROM THE PUBLIC

The public was allowed three minutes each to Special Commission Meeting – Final Budget on topics unrelated to the agenda.

VIII. COMMISSION ACTION

  • ADOPTING THE FINAL MILLAGE FOR FISCAL YEAR 2024 (RC):

Following its introduction, discussion, and vote, Resolution No. 73-2023 was approved. A roll call vote resulted in a unanimous approval of the resolution, which sought to complete the imposition of ad valorem taxes for the City of Stuart in Martin County for the Fiscal Year 2024.

  • ADOPTING THE FINAL BUDGETS FOR FISCAL YEAR 2024 (RC):

There was discussion, voting on, and presentation of Resolution No. 74-2023. By a roll call vote, the resolution, which addressed the approval of the City of Stuart’s final budgets for Fiscal Year 2024, was approved unanimously.

IX. DISCUSSION AND DELIBERATION

The Commissioners had a lengthy conversation about a range of municipal issues, such as community events, infrastructure projects, and ordinances.
