Opening of the Meeting:
On September 7, 2023, at 9:00 AM, the Stuart City Commission’s Special Commission Meeting was called to order in the commission chambers at 121 SW Flagler Avenue in Stuart, Florida, 34994. Mayor Troy McDonald presided over the Special Commission Meeting, which also included Vice Mayor Becky Bruner, Commissioners Eula R. Clarke, Christopher Collins, and Campbell Rich. Michael J. Mortell, the city manager, Paul J. Nicoletti, the interim city attorney, and Mary R. Kindel, the city clerk, were all present.
Agenda Review:
Mayor McDonald welcomed everyone and went over the agenda. There were neither new items nor revisions to the agenda, despite his request. The entire group agreed on the agenda.
Roll Call:
The mayor, vice mayor, city manager, temporary city attorney, and city clerk Mary R. Kindel were all present for the roll call, as was Kindel herself.
Pledge of Allegiance:
The Pledge of Allegiance was spoken in front of the crowd by Mayor McDonald.
Presentations:
CITY ATTORNEY SCREENING COMMITTEE REPORT:
The report from the City Attorney Screening Committee, which summarized its assessment of the applicants for the job of City Attorney, was made public. Each candidate who was interviewed by the committee had their qualities and qualifications listed in full.
Comments by City Commissioners:
The city commissioners discussed their opinions and views into the potential city attorneys, outlining their preferences and worries.
Comments by City Manager:
Michael J. Mortell, the city manager, gave the commission advice on the candidates’ suitability for the requirements and objectives of the city.
Approval of Agenda:
A proposal to accept the agenda as it is was offered. The proposal received a second and was approved by everybody.
Recess Meeting to Allow for Individual Interviews with Candidates:
The meeting was adjourned on a motion to allow for one-on-one interviews with potential city attorneys. The proposal received a second and received a unanimous yes.
Discussion and Deliberation Regarding City Attorney Candidates and Possible Motion to Make an Offer of Employment:
The merits of each applicant and their appropriateness for the City Attorney position were thoroughly discussed by the commissioners. A motion was made to make an offer of employment to a chosen candidate after the discussion. After further discussion, the proposal was seconded and unanimously adopted.
