On November 13, 2023, at 4:00 PM, the Report on Regular City Commission Meeting convened as usual in the Commission Chambers, situated at 121 SW Flagler Ave., Stuart, Florida. Along with Vice Mayor Becky Bruner, Commissioners Eula R. Clarke, Christopher Collins, and Campbell Rich, Mayor Troy McDonald chaired the meeting. Michael J. Mortell, the city manager, Lee J. Baggett, the city attorney, and Mary R. Kindel, the city clerk, were all there.

A roll call was held at the beginning of the meeting to ensure that every member of the City Commission was present. The Pledge of Allegiance and an invocation came next. The gathering was made patriotic by Loretta Russell’s rendition of “America the Beautiful,” which she performed as part of an arts moment.

After these presentations, the City Manager Report on Regular City Commission Meeting and the Commissioners gave their views on a range of issues pertaining to the city and shared their insights into ongoing activities.

After the agenda was correctly approved, public remarks may now be made. Each citizen was allowed a maximum of three minutes to speak on matters unrelated to the agenda.

The minutes of the previous meeting, which took place on October 23, 2023, were accepted under the consent calendar. Moreover, approval was given to employ a consultant to plan and design a future train station. The commission also adopted the 2024 Capital Improvement Projects and approved an Interlocal Agreement (ILA) with Palm Beach County for 800MHz Radio Service Public Safety Talk Groups.

The approval to enter into a contract with the Everglades Law Center, Inc. was a noteworthy commission move. The United States Army Corps of Engineers, the Everglades Restoration Project, the Everglades Agricultural Area A-2 Reservoir, and the Stormwater Treatment Area Project are all supported by this resolution, which gives the City Manager the authority to submit an amici curiae brief. The City Manager was also given permission to donate money to the Everglades Law Center, LLC.
