I. Opening Proceedings
Mayor Troy McDonald declared the Regular Meeting of the Stuart City Commission meeting open at 4:00 PM. When the roll was called, every commissioner was there. An invocation and the Pledge of Allegiance marked the start of the proceedings.
II. Arts Moment
The evening’s Arts Moment included a mesmerizing performance by the New Day Dance Academy, highlighting the local talent in the community.
III. Proclamations
In addition to recognizing National Disability Employment Awareness Month, Domestic Violence Awareness Month, Fire Prevention Week, E-Waste Day, Florida City Government Week, Lights On Afterschool Day, and Hospice and Palliative Care Month, a number of proclamations were made. One of the proclamations honored a student with the President’s Volunteer Service Award.
IV. Presentations
- Oath of Office: Lee J. Baggett, the city attorney, took the oath of office.
- Service Awards: Honorable people received Outstanding Service Awards for October 2023.
- LOSOM Update: Update on Lake Okeechobee System Operating Manual (LOSOM) A thorough update was given.
V. Comments by City Commissioners
Every commissioner was afforded the chance to express their opinions on a range of issues pertaining to the city.
VI. Comments by City Manager
Michael J. Mortell, the city manager, gave information on the ongoing activities and projects of the Regular Meeting of the Stuart City Commission.
VII. Approval of Agenda
There was unanimous agreement to approve the agenda.
VIII. Public Comments
The public was allowed to voice their opinions on topics unrelated to the program, with a three-minute allotment for each speaker.
IX. Consent Calendar
Approval of the final budget minutes from the September 25, 2023 Special Commission Meeting and the September 25, 2023 City Commission Meeting.

Permission to enter into negotiations for the Downtown Undergrounding and Seminole Streetscape Improvements Project, RFP #2023-206.
ARPA Support Funding Allocation for Eligible Projects Benefiting Residents is the second budget amendment.
X. Commission Action
A resolution was approved that permits Paul J. Nicoletti to remain employed part-time in the Office of the City Attorney, but with a new title of Senior Legal Counsel (City Attorney Emeritus).
