I. Opening of the Meeting

IX. Consent Calendar

Approval of 10/09/2023 CCM Minutes (RC): The minutes from the City Commission Meeting on October 9, 2023, were approved.

Authorizing the Assignment of Amended Lease to Sunset Bay Owner, LLC (RC): Resolution No. 82-2023 was approved. This resolution authorized the assignment of an amended lease agreement between the City of Stuart and Sunset Bay Marina and Anchorage, LLC for the lease of property at 615 N.W. Anchorage Way to Sunset Bay Owner, LLC for the balance of the lease term.

Authorizing Hazard Mitigation Grant Program Application, Execution of Agreement & Minor Modifications (RC): Resolution No. 106-2023 was approved, allowing the Utilities and Engineering Department to submit a FEMA Hazard Mitigation Grant Program application for lift station generators. The resolution also authorized the execution of a grant agreement if awarded, with provision for minor amendments.

X. Commission Action

Authorization to Allow Ashley Capital to Access the Old Landfill to Evaluate Property (RC): Resolution No. 107-2023 was approved. This resolution authorized City staff to enter into a due diligence investigation related to converting the old city landfill property into a brownfield reuse project.

Authorization to Negotiate a Lease of a Portion of the Old City Landfill (RC): Resolution No. 108-2023 was approved, authorizing the City to enter into negotiations to lease a portion of the old city landfill property to Custom Auto Center.

Kiwanis Equipment and Matching Grant (RC): Resolution No. 109-2023 was approved. The resolution declared certain playground equipment at Kiwanis Park as surplus and provided the property to Kiwanis at no cost. It also authorized the City Manager to provide a matching grant to Kiwanis for new signs at the park.

XI. Ordinance Second Reading

US-1/Federal Highway Street Tree Master Plan/Program and Land Development Code Amendments (RC): Ordinance No. 2520-2023 was approved after a second reading. The ordinance amended and restated the city’s Land Development Code, including provisions related to building setbacks and urban standards and regulations.

Discussion and Deliberation

An update was provided regarding City Hall, Wells Fargo, and possible station locations. This item was open for discussion and deliberation by the City Commission.
